Sewerage manholes disrupt traffic flow!

Sewerage manholes which are installed at Calangute, Baga, Mapusa and other places below the roads are placed in a wrong manner due to miscalculations.
Well I do understand it operates more efficiently when placed on the centre below the road but the standards are not followed in placing them. These manholes need to be 100% in level with the road and not 3 or 4 inches lower than the road level. Neither they should be above the road level.
These manholes disrupt the flow of the traffic immensely and even cause major back injuries. Does it mean our engineers are not efficient enough to carry out their job professionally?
Kindly use appropriate methods to increase the height of the manhole plates accurately in level with the road.
In addition any extra tar needs to be scraped off from its surrounding area in order to maintain a smooth ride. As we pay road tax, we request the PWD minister and the concerned MLAs to be more observant, determined and diligent in maintaining road standards.
