Traffic violations: Traffic Cell, Police should issue notices within the time frame

I have received two notices through Chandor Police Out Post, it has been reported that the driver of the vehicle has committed offence mentioned for not wearing a helmet near Margao Municipal Council area.
 I think this person, who clicked the picture doesn’t have any job, and clicking pictures near Margao Municipality Council office in and around. The mistake which I did for not wearing a helmet according to Traffic Sentinel Scheme (Goa Police) on May 17, 2018 and May 4, 2018 and the notice was ready on September 18, 2018 and October 20, 2018 and the entry was done with the number 10827 dated December 29, 2018 and with 10729 dated December 12, 2018. 
The question is why the Goa Police failed to serve the notice during the said dates in the year 2018 when the entry of it done in the year 2018. Why it has taken such a long time that also from 2018-19 and comes with the notice on January 13, 2020.  When asked police why the notice of 2018 is served in 2020, the answer from him was they were busy. 
This clearly shows that how the system is working in our Goa State Traffic Police Department and how serious they are about the safety of the public. Excellent job Goa State Traffic Police Cell! When you collect so much of funds from the public please paint the speed breakers and put the sign broads near the speed breakers, near the circles, turns and where it is needed. You give us fines for the mistake we did. No problem, no issues. It is for our own safety.  
Now, who will give the fines to the Traffic Police, politicians and government for not doing their job for the people of Goa State by providing the required sign boards, putting the plastic divider on the middle of the road which are destroyed and are in an unsafe condition, by painting Zebra Crossing lines and speed breakers which is for the safety of the public using the roads, paying all kinds of taxes.
