Verna Junction: Confusing traffic signals can lead to accidents

It is a well-known fact that a red light of the traffic signal at a junction is for the vehicles to stop while a green signal is meant for the vehicles to proceed. But what happens if both the red and the green lights are on at the same time? 
A traffic signal at a traffic junction on the highway from the Verna Junction to the Airport appears to have the green signal on at all times (seen in the picture). This is a busy junction since besides the highway road a few internal roads also converge here. 
However when the red light goes off the brightness of the green signal increases. Having both the red and green signals on at the same time can create confusion in the mind of the motorist. Several vehicles are seen jumping the red light as the green signal also remains on though with a diminished intensity.  This can lead to accidents. Remedial measures need to be taken at this traffic signal so that it does not create confusion in the mind of the road-users.
