CM assures to make RP 2021 public by year end
Says less complicated taluka plans will be released earlier

The much-awaited Regional Plan (RP) 2021 will be out at the end of the year but in the next 15 days, taluka plans for Pernem and Canacona having less complications will be released while those of other talukas will be released at a later date.
Chief Minister Digambar Kamat made the statement on the floor of the House on Friday while replying to a question tabled by Fatorda MLA, Damu Naik who sought to know the delay in releasing the RP 2021.
The finalisation of RP 2021 is a mammoth task, about 8600 objections and suggestions had to be taken care of before finalising RP 2021, he said justifying delay caused in releasing the final plan.
“It was tough task considering the objections and suggestions received, he stated.
The task force submitted the draft RP 2021 to the government in September 2008 and also the broad-based surface utilisation plan, which was accepted and notified subsequently.
The finalisation process of the plan incorporating comments and views of village panchayats, municipal councils and others regarding correction of existing roads, Eco-I and Eco-II areas, existing settlement vis-à-vis the satellite images, is in progress. And, efforts are on to complete the same as soon as possible, he said.
He also clarified that no permission for constructions has been given on the basis of draft Regional Plan 2021 and the RP 2001 is still in operation.
Private Members Resolution: While replying to Bill moved by Curtorim MLA, Aleixo Reginaldo Lourenco, Kamat stated that villages have been categorised in RP 2021 to restrict constructions of building endangering their topography.
Curtorim MLA recommended that the government should amend the Town and Country Planning Act and other relevant laws in a manner as to ensure that no authorities are allowed to grant permission to construct buildings exceeding ground plus one floor in villages specially, in small localities. The resolution however was withdrawn following assurance by chief minister.
