MARGAO: Saying that the Water Resources Department has not done anything wrong in circulating the draft Bill on Khazan lands, Chief Minister, Manohar Parrikar has said the draft has not been approved by the minister, or by the chief minister or Cabinet, Law or the Finance department.
He further said that he will ask the WRD Chief Engineer to send supplementary letters to the MLAs giving them 45 days additional time to study the draft and give their suggestion. “The draft is at the initial stage. There is a long way to go before it comes to the government. I cannot help if some legislators have not understood the process”, he said.

Giving a clean chit to the WRD Chief Engineer for circulating the draft, Parrikar said it is certainly not democratic if the draft is placed before the public for comments.
“Public comments will help improving the draft. If any anomalies are found, they can be rectified before moving the government”, he said.
He, however, reminded the MLAs including Independent MLA Vijai Sardessai that their role will come into play when the Bill comes before the Assembly, saying “Legislative Authority is the highest authority. Let the MLA do their duty in the Assembly”.
