PANJIM: Chief Minister Pramod Sawant has appealed to the people to set a mindset to work towards the betterment of the State from the New Year. In his speech during the launch of e-challan system, the CM hailed Candolim Sarpanch ‘selflessness’ for roping in a sponsored four-wheeler for the Calangute police station.
Dinesh Chhutani through the village panchayat, sponsored a Mahindra Scorpio vehicle to the Goa Police under the Community Social Responsibility. The vehicle was thereafter handed over to the Calangute police.
“I thank Dinesh for handing over the vehicle to Calangute police. I, specially congratulate the Sarpanch, because, it is due to his initiative that the vehicle has been added to the fleet. If he wished, he could have asked the vehicle for himself but he thought of the police station, the State. I congratulate his entire team for setting a good example,” he said.
“One should have the attitude like him. Every sarpanch should take it as an example to. If everyone develops a mindset to keep their village, their State first, we will soon have good days for Goa. It is important to have such an attitude and positive thinking. Let this be the attitude in the New Year… all the problems will then be solved,” he opined.
Sawant also launched the e-challaning system under which 400 e-challan machines were provided by AXIS bank free of cost to the Goa Police. The event in the presence of Minister Michael Lobo, Chief Secretary Parimal Rai, Inspector General of Police (IGP) Jaspal Singh and others, also saw a brief demo on the use of the digital technology which will soon replace the manual challaning.
“As a part of Digital India initiative of Government of India and in the endeavor of our government to improve the compliance of traffic laws by introducing modern methods and reduce usage of paper, the present concept of manual challaning is being replaced with digital challaning by implementing e-challaning system in the State,” a press note release by the department stated.
The CM, in his address, also said it will bring in transparency and minimize human errors. “People even doubted the challan books carried by the policemen, so this initiative will allay all apprehensions,” he added.

100% vehicle population growth in this decade: Goa Police
The police also informed that Goa witnessed a 100 per cent growth in vehicular population from 7,27,042 in 2010 (as on March 31) to 13,99, 848 in 2019 (as on March 31). “The average annual growth rate of vehicle in the State is around 7.5 per cent, which still continues and is bound to increase with the growing economy. The traffic policeman to vehicle ratio is approximately 1:2261,” it added.
In 2018 7,96,110 traffic violators were booked while in 2019 till November 30 a total of 8.04 973 traffic offenders have been booked.
