CM promises fast track courts to clear tenancy cases

All cases to be reverted to mamlatdars; Special mamlatdars to be appointed after panchayat polls

PORVORIM: Chief Minister Manohar Parrikar on Wednesday stated that special mamlatdars will be appointed to fast track tenancy cases after the panchayat polls.
“Tenancy cases will be referred back to mamlatdars. Our government is working to have special mamlatdar fast track courts to clear pending cases. The file is being vetted,” Parrikar said, speaking to the media on the sidelines of the e-portal launch program at the Secretariat complex.
In August 2014, the then government led by Parrikar, had amended the Tenancy Act transferring all the cases from mamlatdar’s courts to the civil courts. This move had led to protests from tenants and farmers who had demanded that the cases be sent back to the mamlatdars.
Last month Revenue Minister Rohan Khaunte had said that two of the three clauses of the 2014 amendment had been withdrawn, including the sunset clause that gave tenants three years from September 25, 2014, to file an application declaring their tenancy rights.
“Now all that is left to do is transfer the cases back to the mamlatdar’s office. But, before this is done, we have to ensure that the cases do not get stuck at the mamlatdar’s office, and that hearings begin within 15 days of the transfers being effected,” Khaunte had said, further maintaining that the tenancy issue would be part of the common minimum programme.
Gomantak Bhandari Samaj had made a representation to the CM demanding that Section 19 of the 2014 amendment to the Agriculture Tenancy Act be revoked, stating that the community has been affected by it.
