CM: State has not managed to collect GST equivalent to VAT

The State got about `40 cr by September end but we had expected it to be `270 cr

PANJIM: Chief Minister Manohar Parrikar said the State has not managed to collect GST equivalent to VAT in the first quarter after implementation of the new regime.
Addressing the media, Parrikar said that the State has fallen short in its GST collection equivalent to VAT. “For this we have already got Rs 68 cr on account today as compensation,” Parrikar said.
The Chief Minister said that according to calculations the State should have got Rs 110 cr but there is some dispute on quantum of liquor tax of 2014-15 and 2015-16. “The State revenue according to us should have been better than VAT regime of Rs 70-80 cr of which Rs 68 cr has come as compensation but according to my calculations we should get Rs 40-50 cr extra once the regime stabilises,” he said.
Explaining the shortfall, Parrikar stated that so far no contractor had been billing because of confusion over GST. “No contractor is billing so we have got no GST from constructions. For this the Finance Department will issue a circular by October 6 clearing many issues,” he disclosed adding, “Even the returns filed percentage is lower than expected. It takes some time for people to understand. I expect by December all these things should be settled.”
Giving details, the Chief Minister said that in July the State got Rs 106.8 cr as a State GST, Rs 36.8 cr as IGST and Rs 91 cr VAT on petrol and liquor. “In September end we got about Rs 240 cr but we had expected it to be Rs 270 cr,” he said.
On the confusion in filing of returns and taxes, he said the government will ensure that all these difficulties are taken care once the structure stabilises.
