CMC issues divergence certificate to dead man

DMA asks chief officer to explain on what basis the certificate was issued; Complainant says the Chairperson has no authority to issue the same

CUNCOLIM: The Cuncolim Municipal Council is caught on the wrong foot again for allegedly issuing divergence certificate to a dead person.
On a complaint filed by a Cuncolim resident Alvis Almeida that the council issued divergence certificate to one Fernandes who is dead, the Vigilance Department and Directorate of Municipal Administration (DMA) have sought a report from the municipal authorities on the same.
 “On what authority the CMC had issued (divergence certificate) to one Mr Fernandes and what are the supporting authorised documents submitted by the applicant for divergence certificate. Submit your comment with in twenty four hours,” the memo issued by Additional Director of DMA Sheru Shirodkar, reads as. The memo is issued to Shankar Gaonkar, the chief officer of Cuncolim municipality.
It may be recalled that the Cuncolim municipal chairperson had issued a divergence certificate to a dead person on an affidavit filed by his son. However, Alvis Almeida had raised objection saying the chairperson does not have the right to issue such certificates. 
However, Council sources claim that the certificate was issued by following all legal formalities.
