MARGAO: Arrested former Canacona Municipal Chief Officer Dipak Desai on Thursday moved for bail before the Special Court, Margao, submitting that as a signatory to the construction license he had no control over the actual construction activities.
Moreover, in his bail application he pointed out that major part of Ruby Residency construction had taken place after he was transferred from Canacona Municipal Council in 2010.
Saying that he is not at all associated with the construction of Ruby Residency at Canacona, except for issuing the construction license, Dipak submitted that he has been assisting the authorities including the police in the investigations after the collapse of one of the buildings of Ruby Residency in the first week of January.
He pointed out that once a file pertaining to construction is received at the municipal level, the same is examined by the municipal engineer before it is forwarded to the TCP for scrutiny as regards examination of different aspects.
“It is only after the approval of the TCP and scrutiny by the municipal engineer, the file is submitted to the Chief Officer with an appropriate note by the municipal engineer recommending the issue of license. Thus the role of a Chief Officer is more of an administrative nature. The license issued by the Municipal Council is subject to various conditions, which include supervision by the municipal engineer at different stages of construction”, Dipak said in his bail application.
