Code bans new schemes: Kunal

Elections for the Goa Assembly were announced on Jan 4 giving the State exactly one month for the Feb 4 polls and with over a month in hand before the results, the work of the Chief Electoral Office continues as the code of conduct is still in force. VIBHA VERMA speaks to CEO Kunal to know its functioning during this interim period

Herald: What role does the CEO play during this period when Goa awaits the results?
Kunal: Our work is on to sort out a lot of initiatives launched during the election period. We are also analysing the documents and bills generated on various awareness programmes and related activities. These need to be settled. At the same time, we are ensuring that officials are relieved from their election duties from the main election branch – Collectorate, Mamlatdar and CEO. However, those deputed in the office of the CEO will be retained as lots of work is pending. They will be relieved as soon as possible.
Herald: Is the office of the CEO examining all the government files and most importantly, if it receives daily reports from the Finance department on financial decisions and expenditure?
Kunal: No. The government, through its screening committee, sends the files to us but not all files require our scrutiny. Most of the files are related to urgent repair works. The CEO does not receive any reports from the Finance Department during the transition period.
Herald: Does the administration come to a standstill until results?
Kunal: The code of conduct bans new schemes and new benefits, etc. Announcement of new projects or programmes or concessions or financial grants in any form or promises or laying of foundation stones, etc, which have the effect of influencing the voters in favour of the party in power is prohibited. No fresh sanctions for governmental schemes can be made. The routine matter can continue. There is no restriction on regular and ongoing works.
