‘Code of Conduct’ for PE teachers, coaches focuses on a ‘sporting environment’ for kids

GSCPCR asks DoE, Directorate of Sports and Youth Affairs & SAG to submit action taken report within one month on the steps taken, challenges faced and progress achieved

MARGAO: The Goa State Commission for Protection of Child Rights (GSCPCR) has released the ‘Code of Conduct for Physical Education (PE) teachers and sports coaches in Goa’ for urgent enforcement by the Directorate of Education, Directorate of Sports and Youth Affairs and Sports Authority of Goa to ensure a safe and empowering environment for all children involved in physical education and sports activities in Goa.

GSCPCR has asked these departments to submit an action taken report within one month detailing the measures taken, challenges faced, and progress achieved.

“The GSCPCR is committed to working closely with your departments to support the enforcement of this Code of Conduct and to address any issues that may arise during its implementation. We are confident that through our combined efforts, we can ensure a safe and empowering environment for all children involved in physical education and sports activities in Goa,” read the letter sent by the Commission to the departments.

It applies to all physical education instructors and sports coaches operating within Goa’s jurisdiction.

This Code establishes comprehensive guidelines to foster respectful and supportive environment for children engaged in sports and physical education.

It further stresses the importance of upholding the dignity and rights of every child; maintaining professionalism; prioritising safety and wellbeing; using positive reinforcement; promoting inclusivity; respecting confidentiality; and taking responsibility for actions while remaining open to feedback and scrutiny.

“In light of recent reports of child sexual abuse by physical education teachers and coaches, this Code is particularly crucial. It acts as a guide for appropriate behaviour and a protective measure, establishing clear expectations for conduct to create a nurturing environment for all participants in sports and physical education,” said Peter F Borges, GSCPCR Chairperson.

The Code specifically addresses the risks involved, aims to protect young athletes from abuse and misconduct through the enforcement of stringent guidelines and measures of accountability.

It includes particular provisions for the prevention of child sexual abuse, such as obligatory background checks, child protection training, and explicit reporting procedures. These measures are designed to prevent abuse and guarantee prompt, effective responses to any incidents, underscoring the urgent need for action in light of reported abuses.

It encompasses a broad spectrum of topics, such as encouraging best practices, averting poor practices, providing practical guidance, maintaining confidentiality, and defining the duties of educators and coaches.
