MARGAO: Another complaint has been filed against Arthur D’Silva for allegedly violating the election code of conduct.
In their handwritten complaint to the returning officer, Anup Borkar and Raghuvir Shirodkar have alleged that Arthur had connived with the returning officer to get information of the symbol that he will be allotted, and that he hadn’t followed the basic rules of Section 127A of the restrictions on the printing of pamphlets and posters.
Incidentally, Anup and Arthur are contesting the elections in Margao from Ward 22.
‘The violation of 127A with respect to the restrictions on printing or pamphlets has been done by Arthur. Arthur’s card was handed to Dr Ashish Kamat outside the returning officer’s premises at Matanhy Saldanha Complex at 8.05 pm on October 10” said the complainants in their copy.
This is the second time Arthur has been dragged into a complaint; the first complaint alleged deficiencies in his election affidavit.
Meanwhile, United Goans Foundation has criticized Arthur for violating the election code and RO Surendra Naik for his inaction.
“Arthur distributed pamphlets with election symbol as soon as he exited the hall where the candidates were addressed about the code and other issues. How can a candidate know the symbol allotted to him beforehand?” said UGF president Ashish Kamat, adding, “The problem arises when the government assigns tainted officers like Naik, who has FIRs and vigilance cases against him. We had also filed a poll code violation with photos against Savio Coutinho, but there has been no action as yet from the RO.”
