Complaints increase against sub-registrars not registering sale deeds in Sanguem

Residents of Curchorem, Sanguem and Quepem have complained about sub-registrar refusing to register sale deeds and gift deeds; Say the directives are being wrongly interpreted

Residents of Curchorem, Sanguem and Quepem have complained about the refusal of registering sale deeds and gift deeds by the Offices of the sub-registrar at Sanguem and Quepem, despite a recent circular issued in this regard.
The office of the State registrar and the chief town planner had made it clear that the NOC from the chief town planner was mandatory only in case of sub-divided plans and that sanction was not required in case of plots or properties, which were in accordance with the survey plans and which results from inheritance within the family. 
However, despite the notification, the offices of certain sub-registrars in the State are refusing to accept the deeds on the pretext of the recent notification issued by the office of the chief town planner and State registrar, Panjim.
An aggrieved citizen, who had approached the office of the sub-registrar, Sanguem for registering a sale deed of the property as per the survey plan issued by the Department of Survey and Land Records was flatly refused by the officer concerned and was subsequently directed to produce the NOC issued by the Chief Town Planner for the registration of the sale deed. 
Frequent requests by the concerned citizen to the sub-registrar to register the sale deed without the NOC fell on deaf ears as the Sub Registrar insisted on the NOC, even though it was made known that the NOC or sanction was required only in cases of sub-divided plots.
Incidentally, when ‘Herald’ contacted the State Registrar Ashotosh Apte, he informed that his office had not received any complaints as of date with respect to the refusal of any deeds by the sub-registrars. 
Apte, however, clarified that the sub-registrars are duty-bound to accept the sale deeds when the plots were sold are as per the survey plan issued by the Department of Survey and Land Records or when the sub divided plan arises from the right of inheritance from within the family.
He urged the aggrieved citizens to approach his office to redress their complaints, if any, about sub-registrars refusing to accept the sale deeds, in accordance with the directive.
