PANJIM: The Goa Congress has questioned the appointment of a non-IPS cadre officer as South Goa Superintendent of Police (SP) and lodged a complaint with the Chief Electoral Officer (CEO), Altinho, claiming that the appointment is in violation of model code of conduct.
In a letter written to the CEO, Goa Congress Vice President Sunil Kawthankar said, “As per the IPS (Cadre) Rules 1954 and the IPS (fixation of Cadre Strength) Regulations 1995, the Superintendent of Police, South Goa, can be assumed only by an IPS as the same is a cadre post as per IPS Regulations (Fixation of cadre strength) 1955.”
“However, it is seen that a non-cadre officer is appointed to the said post thus violating the rules which are framed by the central government,” he said.
