PANJIM: Stating that there is no government in existence in Goa and that democracy requires a stable government led by a Chief Minister, the Goa Pradesh Congress Committee (GPCC) on Monday urged Governor Mridula Sinha to dismiss the BJP-led coalition government.
GPCC also announced that they have sought an appointment with Goa Governor Mridula Sinha as the State was facing a constitutional crisis in absence of Chief Minister Manohar Parrikar.
Addressing the media, Khalap said, “Chief Minister Manohar Parrikar has been constantly absent from the State on health reasons without handing over charge to anyone. Two other ministers, Pandurang Madkaikar and Francis D’Souza, have been down with serious ailments. There is no deadline as to when all these three, including Chief Minister, will be back in the State.”
He said, “It is the time for Governor Mridula Sinha to intervene in the matter as the State is reeling through a Constitutional crisis. All the three ministers have violated the oath, which they had taken. In the oath the ministers have to clearly promise that they shall uphold sovereignty and integrity of India and faithfully and consciously discharge duty as minister of the State.”
Khalap added, “If you are sick and not able to pay attention to your duty then there is a violation of the oath. And if there is violation of the oath, it tantamounts to failure of the Constitutional machinery and the failure leads to dismissal of government.”
Khalap also said that the Constitution prescribes that there shall be a council of ministers with Chief Minister at the head to advise the Governor.
“She should tell the State what is happening with all these portfolios. There is no government existing. Democracy requires stable government led by the Chief Minister. We demand that the Governor withdraw her pleasure in this council of ministers and in this government,” Khalap said.
Meanwhile, Khalap also said that portfolios with more than 80 per cent budget allocation are with the CM Parrikar.

CUNCOLIM: Opposition Leader Chandrakant Kavalekar on Monday rubbished the messages on social media that former Chief Minister Digambar Kamat and some Congress MLAs are planning to resign from the party to join the BJP as false and termed the same as “defence politics”.
Kavalekar in a press release said, “The BJP Government is “ailing” and is currently on a ventilator as it is afraid that the saffron party’s MLAs and coalition partners are not happy with the government and that’s the reason why the BJP is spreading such messages.”
“The messages on social media with regards to former chief minister Digambar Kamat, Filipe Neri Rodrigues, Subhash Shirodkar and Tony Fernandes planning to resign from the Congress to join the BJP are false. The BJP is spreading fake news and creating confusion among voters,” he alleged.
Kavalekar said many BJP ministers and MLAs are reported to be sick and there is pressure from workers and MLAs as development works are pending.
He said, “Congress MLAs are strong and with the party. All 16 of us are together and will face the BJP government unitedly. Digambar Kamat and Filipe Neri Rodrigues will not resign from the party and join the BJP. It’s a political gimmick and the Government is trying to create fear among the voters,” he added
