PANJIM: The State government has decided to appoint a special consultant to carry out an in-depth study of the Information Technology (IT) market and its growth up to 2015, recommending niche positioning of Goa as the ideal software and hardware hub in India.
The consultant will be entrusted with the work of undertaking a survey of Goa and its surrounding areas as regards to availability of infrastructure and manpower; along with comparing Goa with other IT developed cities and states. 
Info Tech Corporation of Goa (ITG) Limited has invited bids for selection of the consultant to carry out Transaction Advisory Services for the development of Information Technology (IT)/Information Technology Enabled Services (ITES) Park and Electronic Manufacturing Clusters (EMC) in the State, which are proposed at Chimbel and Tuem villages, respectively. Both the projects will be undertaken on the Public Private Partnership (PPP) basis.
“State government plans to develop IT/ITES and EMC to address future demand for IT Infrastructure. It is felt that these new parks will provide a steady supply of employment opportunities besides being specifically geared towards the needs of the IT, BPO sectors and ESDM Sector,” ITG has said in its proposal adding, “the selected consultants shall be responsible for providing their services for developing IT/ITES park and EMC in the State”. 
The consultant has to analyze the current trends in international trade along with necessary statistics, current status of software and hardware industry in India and Indian market for software and hardware and its growth up to 2015.
A detailed study with regard to Goa includes current status of software and hardware industry, existing infrastructure, existing communication facilities, ongoing government incentives available to software and hardware, status on availability of skilled manpower in Goa.
“While recommending niche positioning of Goa as the ideal software and hardware location in the country, the consultant has to also highlight the comparative advantages and disadvantages of Goa as a location for such industry as compared to other cities/states of India,” the tender document reads. The consultant has to also make its recommendation on the draft IT investment policy 2015, unveiled on Saturday by Chief Minister Laxmikant Parsekar.
The consultant has to prepare a detailed project report (DPR) and conceptual plans for the proposed setting up of IT/ITES Park and EMC, by carrying out case studies of similar works in other cities like Bangalore, Hyderabad, Chennai, Pune, Gurgaon, etc and by following the latest trends in the sector. 
“The ESDM/IT Park is likely to create more effective urban systems capable of addressing contemporary challenges and urban problems. They would create more innovative and competitive cities, based on knowledge cluster, people-led innovation and global networking, offering capacity of monitoring and management of environment issues, improving city transportation and more secure urban spaces,” ITG said.
