PANJIM: A delegation of Goa Contractors Union (GCU) on Tuesday met the Public Works Department (PWD) Principal Chief Engineer (PCE) and submitted a memorandum demanding enhancement of transparency in payments and streamlining billing procedures, among others. The union also demanded streamlining releasing of security deposits, streamlining refund of earnest money deposit, star rate to increase tender validity period and establishment of a technical assistance cell or a helpline desk for e-procurement in the state.
The Union emphasised that contractors have been vital partners with the PWD in building and maintaining the infrastructure of Goa. However, recent developments have led to growing concerns among contractors, particularly regarding favouritism and delays in payments.
However, Principal Chief Engineer (PCE) Uttam Parsekar agreed to fulfill eight out of the 12 demands submitted by the GCU.
The PCE informed the delegation that the PWD has already initiated the process of upgrading its tendering software. The new software is designed to eliminate favouritism and bring greater transparency to the work allotment process, he said.
The change is expected to encourage free and fair competition, ensuring that every contractor has an equal opportunity to secure work and maintain quality in their projects.
The GCU is optimistic that these changes will lead to a more equitable and efficient system for all contractors working with the PWD.
GCU president Sunil Signapurkar and convenor and spokesperson Jitesh Kamat were part of the delegation.
