PANJIM: A corruption case has been filed against former Chief Minister Digamber Kamat, with the anti-corruption bureau of vigilance department for carrying out illegal recruitment in the department of art and culture, when his government was in power.
The complaint also names then leader of opposition Manohar Parrikar and director of art and culture Prasad Lolyenkar for criminal conspiracy, misusing of chair and favouritism under relevant sections of IPC and Prevention of Corruption Act. The complaint has been field by RTI activist Sudip Tahmankar.
The complainant has accused that government recruited 21 posts during 2008-09, even though only 11 posts of cultural organizers were advertised. Tahmankar has urged the BJP-led government to scrap all the illegal posts on similar lines wherein over hundreds of posts were scrapped in the departments of mines, power, health and agriculture claiming that they were illegal, null and void, soon after coming in power in 2012.
The complainant has also said that as per the information procured under RTI, no cabinet approval was taken while filing the 21 posts. It also does not have Administrative Reforms Department (ARD) approval.
Tamankar has demanded filing of FIR against Kamat, Parrikar and Lolyenkar under relevant sections of IPC and Prevention of Corruption Act. However, the department of art and culture has clarified that their advertisements for the post also included a clause that the number of posts are likely to increase.
