MARGAO: The Green Goa Foundation (GGF) has raised allegations of gross illegalities and violation of official protocol in the grant of house numbers by
the Cuncolim Municipal Council. Demanding a thorough inquiry into the matter, the GGF warned of potential repercussions on illegal constructions and council revenue.
The allegations suggest that there may have been a breach of procedures in the grant of house numbers, particularly in cases where there are no construction licenses issued by the council.
The GGF emphasized that inspections related to the grant of illegal numbers are technical in nature, involving measurements of structure specifications, building materials, and other technical details. In a letter addressed to the Chief Officer of Cuncolim Municipal Council, Raison Almeida, the Chairman of GGF expressed shock that files related to technical matters, submitted by a market inspector, are approved without any technical scrutiny, and house numbers are generated by the head clerk.
“It is evident that inspections, area calculations, fee calculations, and other technical aspects should be conducted and reported by a junior engineer. The report should then be scrutinized by a senior technical engineer who heads the technical section. It is crucial
that inspections and reports come from a qualified technical person,” the GGF stated.
Almeida pointed out that in the Cuncolim Municipal Council, a market inspector—who lacks technical qualifications—is responsible for handling house number grants. The GGF questioned how a non-technical market inspector could be dealing with the technical complexities involved in the grant of house numbers when their role is primarily supervisory and focused on maintaining order and cleanliness in the council’s market.
