PANJIM: The Institute of Psychiatry and Human Behaviour (IPHB), Bambolim has been adopting delaying tactics for the last nearly two years in initiating action against one Satish G Naik, working as technician for occupation therapy for producing forged documents to gain employment.
Former Goa Government Employees Association (GGEA) president John Nazareth has now submitted a letter to the Chief Secretary demanding to complete the inquiry against Naik at the earliest and take appropriate action in the matter failing which he has threatened to approach the Court to seek justice.
Nazareth has quoted Central Vigilance Commission’s (CVC) circular dated January 18, 2016 and December 14, 2020 which states that inquiry and action against an employee has to be completed within six months.
Nazareth had earlier complained to the Anti-Corruption Branch (ACB) of Vigilance Department, who referred the matter to the Agasaim Police Station for investigation. The police sent the complaint to the IPHB, the appointing authority to conduct preliminary inquiry and to submit a report for further action. However, the IPHB has not completed preliminary inquiry against Naik till date, charged Nazareth.
Naik was appointed as technician for occupational therapy in April 2010 by allegedly producing a fake qualification certificate and by tampering the period of his residence in Goa in the residential certificate.
Naik produced birth certificate, residential certificate and employment exchange card all registered in Goa in 2006 and joined the IPHB as a carpenter in 2007. Within three years he was selected for the post of technician for occupational therapy without verifying documents produced by him, Nazareth alleged.
Nazareth claimed that Naik was unqualified and was still functioning in the post and dealing with mentally ill patients since 2010.
Nazareth said that the documents produced by Naik shows that he has produced two work experience certificates from two places and in the same years in Goa and Mumbai but both the institutes are not affiliated to recognised Educational Board or University. How can Naik work at two different places that too in same years?
The vigilance officer in her observation dated May 15, 2023 has observed that the IPHB attempted to misguide the Vigilance Department by producing two certificates issued by both the District Employment Exchanges stating that suitable candidates for the post of technician for occupational therapist were not available, which was in fact issued for the post of occupational therapist and not for the technician.
Nazareth said that if the Chief Secretary fails to initiate action within a fortnight, then he will serve a legal notice to the State government and file a writ petition in the Bombay High Court at Goa.
