I visited the site and requested the person doing the construction to stop the construction activity and requested him to show the documents on the basis of which the plot was in his possession. However, the said person did not reveal his identity and also did not give documents. I therefore made a complaint to the administrator of communidades North Goa (dated 12/08/2013).
I personally contacted the administrator Irene Sequeira and requested for immediate action on my complaint. However, the administrator was slow to act upon the complaint and did not show any interest. After persistent follow ups, the administrator
issued directions to submit a report.
I got the details from one of the Gaonkar’s and a complaint was lodged with the police inspector.
But the administrator, north refused to act in the matter even after the facts were clearly placed before her in the Escrivao’s report.
Since she did not act, I started pursuing the matter with the Porvorim police and a FIR was files.
The construction activity however continued unabatedly since the administrator did not conduct the panchnama and didi not bother to issue work order and refused to take action in the matter.
The revenue department also requested the administrator to submit the action taken report. However, no report was submitted. (revenue letter dated 12/12/2013).

The deputy collector directed the administrator to seize the records pertaining to the Serula Commuinidade Community Complex and with the help of and the assistance of the Porvorim police and to handover the same to the present committee.
However, the north administrator avoided to act in the matter despite orders from the superiors.
No report on complaint by Mukund Phadte against Peter Martins and Schneiter Dias alleging forgery and other offences in plot no 60 of survey no n176.
Example 3
Finally as she was promoted and posted as superintendent of Aguada jail, but she refused to relinquish charge. A complaint was even filed by a component Wilbur Tiklo to file a complaint for defying government orders and to handover charge.
