Dept Secretaries to be accountable for time-bound delivery of services

Department Secretaries will be held accountable if officials fail to deliver as per the Public Service Guarantee Act, Chief Minister Manohar Parrikar said on Wednesday. Parrikar said that the Goa (Right of Citizens to Time-Bound Delivery of Public Services) Act will be notified by this month end, while it will become effective from April 1.

PANJIM: Department Secretaries will be held accountable if officials fail to deliver as per the Public Service Guarantee Act, Chief Minister Manohar Parrikar said on Wednesday. 
Parrikar said that the Goa (Right of Citizens to Time-Bound Delivery of Public Services) Act will be notified by this month end, while it will become effective from April 1. Special training camps for government officials will be conducted once the Act is notified. 
Speaking at the launch of the RERA website, the Chief Minister said that under the act, Secretaries of the departments concerned will be held accountable, if someone fails to deliver within the stipulated time frame. “He will have to face the penalties. The salary may even run negative,” Parrikar warned. 
The government has brought over 497 public services of 40 departments under the ambit of the Act, which was introduced in 2013. However, its implementation has not been full-fledged. “We have already notified the act partially and it was implemented on a trial basis in some departments. Now from April 1, it will be launched full-fledged,” he said. 
Department of Public Grievances has notified various public services, mostly related to issue of certificates, permissions, disbursement of claims and compensations, no objections certificates, which should be provided in a time bound manner.
