The State government today told the Bombay High Court at Goa that all possible efforts are being made to provide water for at least one hour everyday to the Porvorim locality.
Submitting a detailed report on how much water is received on daily basis at four sumps in Porvorim, the Public Work Department (PWD) said that water supply would be made available to the area for minimum of one hour everyday under normal circumstances.
However, whenever there is electricity failure at the Assanora Plant water supply cannot be made, the report stated. “At certain times, when there are breakdown of pipelines, in such circumstances also water supply cannot be made available,” it adds.
According to the report, from June 1 to July 19 the Porvorim Plateau received 551.60 MLD (million liters per day) of water — 342.10 MLD in June and 209.50 till July 19.
Sadly, for the month of May, the plateau had received only 95.27 MLD.
The rise in water supply was seen only after a public interest litigation (PIL) filed by one Soter D’Souza, a resident of Socorro, complaining about acute water shortage in Porvorim and surrounding areas.
The court in its order on June 3, 2010 had directed the executive engineer to submit a detailed records of the water received at Porvorim, namely at O’Coqueiro, PDA colony, Pundalik Nagar and at JMJ Hospital. The engineer had then assured the court that whatever water is received would be equitably distributed as far as possible.
The PWD in its report has also requested the court to recall their order of not giving water connections for more then ten units without permission of the court.
“The report gives a fair idea that the water for the said four sumps is more than 10-11 MLD on an average and is sufficient for supply of water to the tail end of the Porvorim area,” the report reads.
“Those people who have invested in the dwelling units are unable to use their units since no water connections are released to such units due to the order of the court,” it added.
Amicus curiae Norma Alvares has sought two weeks time to file her reply over the report.
