MARGAO: Reuben Cota who was the ZP member from Nuvem has cautioned the government against the proposed inclusion of Banjara community in the Scheduled Caste or Scheduled Tribes on grounds that it was ultra vires of a presidential order.
He said that in an order issued by the President of India, dated May 18, 1998, the Scheduled Caste and Scheduled Tribes communities of Goa have been clearly specified.
He said that people from other States cannot claim rights and benefits meant for the SC or ST communities of Goa and that they can go to their native place and seek whatever benefits they want.
Reuben further said that rights can be granted to migrants provided they had migrated to Goa before February 19, 1968.
