PANJIM: The High Court of Bombay at Goa on Wednesday directed the Directorate of Panchayat (DoP) to instruct the Chimbel Panchayat to expeditiously clear all the black spots of garbage within its jurisdiction. The court has also directed that the panchayat forthwith resume the collection of door-to-door collection of garbage.
The directions were passed during the hearing of a contempt petition filed by Adv Aires Rodrigues over the inaction of the authorities on clearing the garbage. Rodrigues also submitted to the court photographs of black spots of garbage in Chimbel and pointed out to the sudden suspension of door-to-door collection of garbage.
The bench of Justices Mahesh Sonak and Prithviraj Chavan also directed the Corporation of City of Panaji (CCP) to clear within two weeks the heaps of garbage lying around Divja Circle.
In his contempt petition, Rodrigues pointed out to the Court that in 2007 a Public Interest Litigation was filed over the rampant dumping of garbage and building debris along the roads and that taking serious note of the gross violations of law, various orders were passed by the High Court on June 26, 2008. In the Minutes of Order, the government had undertaken to continue and take to its logical conclusion investigations into the dumping of garbage and construction debris. However, since no action was taken thereafter, Rodrigues filed the present contempt plea.
