The District Society for Prevention of Cruelty to Animals (DSPCA) has issued legal notices to the Kadamba Transport Corporation Ltd (KTCL) and Goa Medical College (GMC) over directives banning the feeding of stray dogs on their premises. DSPCA demanded the immediate withdrawal of these orders, calling them unlawful and contrary to animal welfare laws.
The society stated that Goa has no authorised dog shelters, and therefore removing, starving, or driving away stray dogs violates the Animal Birth Control (ABC) Rules, 2023 and the Prevention of Cruelty to Animals Act, 1960. DSPCA added that KTCL cannot penalise feeders simply because it has failed to secure its premises properly.

Similarly, the notice to GMC stressed that hospitals must create safe animal feeding points instead of forcing community dogs out. DSPCA warned that enforcing such bans could expose officials to criminal liability and even contempt of court, given multiple judicial orders protecting community animals.
