DySP Karpe suffers setback; HC directs Secy Home to take disciplinary action against him

Court dismisses the cop’s plea challenging the GHRC report on the alleged detention and assault on Anjuna social activist during a check on noise pollution; Karpe is incidentally inquiring in the GPay bribery scam involving cops of the Agasaim Police Station

PANJIM: In a major setback to Deputy Superintendent of Police (DySP) Vishwesh Karpe, the High Court of Bombay at Goa on Friday directed the Secretary (Home) to take necessary disciplinary action against the cop. However, Karpe has decided to file an appeal before the Supreme Court against the High Court verdict.

It is pertinent to note that Karpe was found guilty by the State Police Complaints Authority (SPCA) for illegally detailing and assaulting a person in 2013. 

Incidentally Karpe is the same officer who is inquiring into the GPay bribery scam at the Agasaim police station

The HC today dismissed his petition challenging the report of the Goa Human Rights Commission (GHRC) on the alleged detention and assault on a person during a check on noise pollution at Anjuna in 2013. 

It may be recalled that Karpe, the then Anjuna PI had on January 1, 2013 illegally detained and assaulted social activist Cirilo De Souza from Anjuna while conducting a check on noise pollution in his jurisdiction.

Karpe was found guilty in this particular case and several other incidents by the SPCA and the GHRC for misusing his official power.

Karpe had later challenged the GHRC report before the High Court. 

The High Court has imposed cost of Rs 10,000 and directed the Secretary (Home) to execute the recommendation of GHRC to pay a fine Rs 5,000 to the complainant. The High Court has also directed the Secretary (Home) to take necessary disciplinary action.

The court said, “Having considered all these facts, we deem it fit to direct the Secretary (Home), Government of Goa to give effect to the GHRC report and to implement the recommendations made therein within 30 days.”

“The Secretary (Home) who is the Controlling and Supervising Officer of the petitioner, shall institute an inquiry into the allegations made by the complainant contained in the complaints and in the evidence of the complainant recorded by the Commission and before the SPCA, and take necessary action in terms of the disciplinary rules applicable to the petitioner,” the court said.
