North Goa Superintendent of Police Arvind Gawas has said that Bicholim DySP Bousette Silva has been appointed as a special officer to investigate into the case.
Employed as a cook with a European cruise liner, 39-year-old Cipriano was arrested by the Panjim police on January 7 late evening after a complaint by his friend of abuse and threatening.
He, however, died on January 9 early morning at Goa Medical College after allegedly being beaten up in police custody.
The police however claim that he was admitted to GMC as he vomited alcohol and suffered fits. But the family members are refusing to buy this contention.
The Fernandes family, couple of days ago petitioned Chief Minister Digambar Kamat demanding judicial probe into the matter and action against police officials responsible for the killing.
On Thursday, Director General of Police Bhim Sain Bassi had submitted a detailed report to the Government. CM Kamat was also assured that the department would appoint a gazetted officer to investigate into the death.
“The appointed officer is asked to look into the procedural lapses and whether Cipriano faced any harassment while in police custody. Our inquiry will be limited to the conduct of the police,” Gawas said.
Sub Divisional Magistrate Sabaji Shetye is already carrying out a parallel inquiry into the death.
