MARGAO: In an important order passed by Power Secretary Ajit Roy, it has been found that Radhakrishna J. Keny, a former electrical inspector, is guilty pertaining to a case of power theft at Cavelossim, and disciplinary action will be initiated against him.
“He should not be engaged in any government contracts or services of any kind in the future,” said the order issued by Ajit Roy.
The case pertained to the complaint filed by Oswald Fernandes against a woman from Cavelossim who was allegedly engaged in power theft.
The record found that applicant Sevena Jacques paid 50 percent of what she owed the Power Department, Rs 3,21,339 on March 9, 2021 and Rs 3,72,476 on March 10, 2021. Keny had issued an Ad Interim Order on June 24, 2020 and also, held a first proceeding of the appeal on February 25, 2021 prior to applicant depositing the 50% amount as per the provision of clause no 8.57 of the Electricity Supply Code 2018, which violated the said clause, the order said.
When Keny was asked to explain how and why he had issued the Ad Interim Order on June 24, 2020 preventing the disconnection of the woman’s power connection, he could provide no justification or allude to no humanitarian grounds, as it was evident that the main power lines were illegally tapped and the stolen electricity used for a commercial establishment, said the Power Secretary in his order dated October 17. Keny has also been found prima facie guilty of misconduct by lying to the superior authorities and failing to discharge his duties in official capacity.
