PANJIM: The State Executive Committee (SEC) has suggested employing labourers, currently placed at various relief camps, for carrying out pre-monsoon works in the State.
In a meeting of State Executive Committee (SEC) last Friday, Secretary of Panchayats Sanjay Gihar informed about the commencement of the pre-monsoon activities at most places. To this, the SEC under the Chairmanship of Chief Secretary Primal Rai suggested that labourers placed at various camps, if willing, could be engaged for the work. The suggestion was made to the Director of Municipal Administration and the Director Panchayat, if they are ensuring difficulties in finding traditional labourers for the task.
The SEC also informed about payment of minimum wages to those willing to carry out the works.
“However, the preventive sanitisation measures should be completed well in time, before the onset of monsoon,” the SEC said as per government press release on Sunday.
The SEC also directed all concerned to strictly comply with the directions issued by the Chairman of National Executive Committee (NEC) that all employers shall make payment to their workers, at their workplaces on the due date, without any deduction for the period their establishment is shut during the lockdown.
It has also directed the landlords of those properties, wherein the workers including migrants are living to not demand rent payment for a period of one month. Any disregard to the above guidelines issued under the Disaster Management Act is a criminal offence and violators will be liable for prosecution under the relevant provisions.
On the health care of those living in relied centres, the SEC appreciated that the medical teams have begun examining the inmates.
The Education Department’s Counsellors have undergone an orientation programme in psycho-social counselling by the Health Department for taking care of the counselling needs of these labourers.
The SEC also felt that the condition of relief shelter should be improved further and directed both the District Collectors to take the measures to provide milk and biscuits to children in the shelters; provision for sanitary napkins, wherever required, provision for folic acids/iron supplements tablets to the needy.
“It was also decided that regular medical check-up of the children be done and they may ensure that requisite immunisation measures are taken to ensure that the immunisation schedule of the child is not affected. Providing of hygiene kits that may include a toothbrush, toothpaste, washing and bathing soaps, comb and mattresses, wherever not available.”
“It was also felt to explore setting up of more shelters if the number of labourers is high in a particular camp and depending upon the facilities available. The Incident Commanders and District Observers were also directed to make regular visits to these shelters to oversee their functioning,” a press release issued by the Department of Information and Publicity states.
The District Collectors have begun distribution of basic necessities. As per official Twitter account of North District Collector, dry ration/cooked food as per requirements are made.
“We have made arrangements that basic essentials of needy are met. Along with food, essentials such as utensil, sleeping gear, personal hygiene products are provided,” it states.
