Entire Sunburn area asked to be ‘preferably’ a no-smoking zone

28 conditions include submission of a list of all Visa types of performing artistes

PANJIM: Among the 28 conditions laid down by the Tourism Department for the organiser of the Sunburn EDM festival, there’s an interesting clause where the entire Sunburn area is asked to be “preferably” a no smoking zone. With the word ‘preferably’ in place, it is unlikely that this clause will be even looked at.

This is linked to the clause that the organisers have been asked to ensure there is no use or consumption of illegal substances and drugs in any manner at the event.

Meanwhile, while giving provisional permission to the festival, the department has listed 28 conditions to be fulfilled by the organisers Spacebound Web Labs Pvt Ltd before being granted final permission.

Among the conditions are that the entire festival area should be preferably a no-smoking zone, approach the traffic cell for effective traffic management and parking for the entire area and communicate the same to the department. The organisers will have to submit a Disaster Management Plan and drawings of stages and structure stability report.

The conditions also specified that no sound pollution should be caused and that the organisers would be responsible for the safety of the participants, spectators, and the general public in the event.

The organisers have been asked to submit a list of performing artists, and their nationality along with visa type, FRRO no objection certificate and other statutory NOCs if required; to submit no dues certificate of the last year form the Goa Police department, Commercial Tax Department, Excise Department, Comunidade of Anjuna and Village Panchayat, etc. All complimentary passes should be stamped by the Department of tourism to avoid any loss to the government exchequer.

The volunteers be provided ID cards, and reflective jackets for crowd management, parking management etc and their credentials/background be verified from the security point of view.

No sound pollution should be caused to disturb the residents of the area. All the provisions of the Noise Rules and Noise Action Plan shall be strictly followed.

Additionally, the organisers are to ensure that the event will not host any obscene display, acts or speeches that will malign and damage the image of the government. The provisional permission goes on to state that the Goa government will have the right to stop the event in case of a breach of these terms and conditions.

The organisers will be held responsible for any damage to the public property caused by the event or activity.
