A notification making ESMA applicable with immediate effect was issued by the government under sub-section (1) of section 3 of the Goa Essential Services Maintenance Act, 1988. The All India Trade Union Congress, Goa Unit, had issued a strike notice for a section of lifeguards for two days from November 21. The invocation of ESMA on Wednesday declares any strike by lifeguards as illegal and prohibits any strike on the beaches and inland water ways where lifeguard services are provided by the Tourism Department in the interest of the public.

PANJIM: The state government has invoked the Essential Services Maintenance Act 1988 (ESMA), after a strike call was given by a section of the lifeguards even as the tourist season has already started and is heading towards its peak.
