PANJIM: Former Goa Government Employees Association (GGEA) president John Nazareth has filed a complaint with the Vigilance department against Institute of Psychiatry and Human Behaviour (IPHB) deputy director for giving false information over the recruitment of unqualified staff.
In his complaint, Nazareth stated that IPHB Deputy Director (administration) Dr Pooja Madkaikar gave false information to the mediapersons on October 31 about the production of fake certificates by an employee Satish G Naik. He said that the deputy director claimed that the Department has powers to invoke the revoke clause mentioned in the recruitment rules and thus appointed Satish Naik, who did not possess diploma course in occupational therapy from recognised institution.
Nazareth has pointed out that the IPHB had advertised the post of technician for occupational therapy in January 2010 wherein the qualification appearing in the recruitment rules was advertised without any mention about the relaxation clause. Had it been done the post would have been open for all candidates who has passed Matriculation and that hundreds or thousands youth would have applied for the said post.
By not advertising the relaxation clause in the advertisement the department restricted the applicants and it received only three applications. By doing this the department played fraud with the educated unemployed youth of Goa and to cover up with their fraudulent act, the deputy director was now acting as abettor of the criminal acts of Naik.
