Ex-South collector, DRDA, Fatorpa-Quitol VP booked

PANJIM: In yet another case of corruption in works implementation, the Anti Corruption Branch (ACB) has booked the District Rural Development Agency (DRDA), Fatorpa-Quitol village panchayat and government officials including retired South Goa Collector G P Naik for allegedly misusing government funds in the name of executing work under a central scheme. The misuse of funds amounts to over Rs 10 lakh.

PANJIM: In yet another case of corruption in works implementation, the Anti Corruption Branch (ACB) has booked the District Rural Development Agency (DRDA), Fatorpa-Quitol village panchayat and government officials including retired South Goa Collector G P Naik for allegedly misusing government funds in the name of executing work under a central scheme. The misuse of funds amounts to over Rs 10 lakh.
The FIR has been registered under sections 120-B (criminal conspiracy) and 420 (cheating) of IPC and sections 13(1) (d) (i) (ii)  read with section 13 (2) of Prevention of Corruption Act 1988. Then project director & ex-officio Joint Secretary (RD) G P Naik, Executive Engineer, DRDA (north), Panjim S I Pattan (Pathan), Quepem BDO Arvind B Khutkar, its extension officer Satyawan Dessai, then Sarpanch of Fatorda-Quital Ratan Desai, then Panchayat Secretary T S Raikar, Sarpanch Mamat Rebello, Secretary Arjun Velip, PWD contractor Natraj Gaonkar and engineer Sanket Desai have been named in the FIR for the offence.
According to the complaint, the accused hatched a criminal conspiracy to cite work of a community tank at Fatorpa, which was already executed earlier by the PWD through another contractor under the MPLAD Scheme in 2002, as work done under DRDA.
“For this, the administrative approval-cum-expenditure sanction was accorded by Naik in his capacity as additional 
collector (south) was taken up through RDA under GGSY scheme with the name of work as “Development of water tank (tali) at Fatorpa in village panchayat Fatorpa Quitol under administrative approval conveyed by Naik in 2006 in the capacity of project director and ex-officio joint secretary rural development,” the press release reads.
“Hence, offence has been registered for thereby causing loss to the state exchequer to the tune of Rs 10,39,553 with an pecuniary gain to the contractor Natraj Gaonkar,” it says.
