Filing of nominations for 10 panchayat wards, Benaulim ZP by-poll starts today

PANJIM: The process of filing nomination papers for 10 vacant wards of different village panchayats and by-poll to Benaulim Zilla Panchayat (ZP) constituency will start from Wednesday, June 5, from 10 am to 1 pm. 

The last date to file nominations is June 12. The scrutiny of nominations will be held on June 13 from 10 am onwards till it is completed, while withdrawals will be allowed on June 14 from 10 am to 2 pm.

The polling will be held on June 23 from 8 am to 5 pm. The voting will be held by using ballot papers, according to State Election Commission (SEC).

The by-election will be held for ward X (reserved for Scheduled Castes candidates) of Socorro, ward II of Kudnem, ward II (reserved for OBC candidates) of Xeldem; ward VII (reserved for women candidates) of Kundaim, ward III of Kerim, ward II of Volvoi, ward XI of Borim, ward I (women) of Assolna, ward V (Scheduled Tribes women) of Rachol and ward II of Seraulim village panchayat.

Both the District Collectors have been appointed as District Election Officers while, the Deputy Collector, Salcete has been appointed as the returning officer and the Salcete Mamlatdar is appointed as the assistant returning officer for by-election to Benaulim ZP constituency, which fell vacant due to disqualification of lone AAP ZP Member Henzel Fernandes, on the grounds that the Christian Mesta community, to which Fernandes belongs, is not included in the State OBC list.

The Benaulim ZP constituency is reserved for candidates belonging to Other Backward Classes (OBC) communities. 

The Mamlatdars of concerned talukas have been appointed as the returning officer and Awal Karkun in the office of Mamlatdar has been appointed as the assistant returning officer for by-election to 10 vacant wards of different village panchayats. 

Meanwhile, the SEC has appointed the general observer and expenditure observers, also flying squads to monitor the enforcement of model code of conduct in force for the by-elections.
