PANJIM: The Urban Development Department (DMA) has modified the Goa Municipalities Rules, 1979, thereby revising the financial powers of various competent authorities with regards to the corresponding municipal areas concerned.
As per the amendments, ‘these rules may be called the Goa Municipalities (Competent Authorities for granting technical sanction) (Sixth Amendment) Rules, 2021.’
Along with the Chief Project Officer (CPO) of the Goa State Urban Development Agency (GSUDA), the financial limits of engineers attached with various authorities such as the PWD and municipalities have been revised.
These include the revised technical sanction. For instance, the financial limit under the Superintending Engineers of the PWD (Circle 1 & 2) is up to Rs 10 crore for the Margao, Mormugao, Curchorem-Cacora, Quepem, Canacona, Sanguem, Cuncolim, Ponda, Mapusa, Valpoi, Sanquelim, Bicholim, Pernem municipal councils and Corporation of the City of Panaji (CCP).
Similarly the financial limit of Municipal Engineer, Grade 1 (in the grade of Executive Engineer) is up to Rs 100 lakh for the aforementioned municipalities and CCP.
The Chief Engineer of PWD and CPO of GSUDA get full powers for all municipal councils and CCP.
This order was issued by Gurudas P Pilarnekar, Director and ex officio Additional Secretary (Urban Development) and was passed in the name of the Governor.
In an official gazette published on Monday, February 15, DMA summarised that the proposed changes had been pre-published in December and that they had subsequently received and considered objections and suggestions from the public.
