MARGAO, DEC 26

After days of negotiations over the draft concessions agreement between the two parties, the time has come for both Fomento and the Margao Municipal Council to ratify the draft before inking the agreement to tackle the waste problem at the Sonsodo garbage dump yard.
The draft concession agreement will be formally placed before the Board of Directors of Fomento for approval of the draft, before the same is tabled before the Margao Municipal Council for an official nod from the City Fathers.
Margao Municipal Chief Officer Prasanna Acharya told Herald on Sunday that the Civic body would deliberate on the draft agreement once the same gets the approval from Fomento Board of Directors.
“The Margao Civic body would call for a meeting to deliberate on the draft before a pact is signed with Fomento”, he said, adding that a special meeting will be convened by the Municipal Chairperson to discuss the draft agreement.
Tomorrow’s meeting of Fomento’s Board of Directors is termed as important as it would give an indication over the state of things to come. Both the Margao Municipal Council and representatives of Fomento had been negotiating with the legal counsel Adv Atmaram Nadkarni on the vexed issue of mode of payments, especially under the Net Present Value.
While the MMC Chief Officer is on record saying that the interests of the Civic body will not be compromised while signing the draft agreement, questions are raised in the corridors of the Civic body whether the Municipality would pay Rs 7.31 crore as per the tender award or Rs 12-odd crore as per the Net Present value.
“Concerns raised by the Councilors were discussed and deliberated with Adv Nadkarni over the last few days. All I can say is that the interests of the Civic body would be protected while signing the agreement”, assured the Chief Officer.
