Former govt altered RP without knowledge of SLC: Francis

Land plan for Sattari and Pernem talukas to be released in the first phase

PANJIM: Deputy Chief Minister and Minister for Town and Country Planning (TCP) Francis D’Souza on Monday said the former Congress government had undertaken certain changes in the Regional Plan 2021 (RP21) without the knowledge of former State Level Committee (SLC), the drafting committee team on RP that had architect Charles Correa as its vice-chairman. 
D’Souza chaired the second meeting of the State Level Steering Committee (SLC) on Monday which decided to notify the RP 21 for Sattari and Pernem taluka in the first phase. The next meeting is scheduled on May 11. 
Speaking to media persons after the meeting, D’Souza said the SLC has understood that while notifying RP 21 several changes were made based on the recommendations of former SLC members and a few without the knowledge of the SLC. 
“The SLC will now study all those changes. I have asked TCP to submit the details. We are trying to study the differences between 2001 and 2021 land plan. We will study the criteria decided by then SLC and why that criteria was decided,” he said. 
The then SLC was headed by former Chief Minister Digambar Kamat. Former town planner Edgar Rebello was a senior member of the committee, who later resigned after the government did not agree to keep the main municipalities and one ‘peri-urban’ panchayat (Taleigao) out of RP 2021.
Meanwhile, the SLC has resolved to notify the land plan for Sattari and Pernem talukas in the first phase. This is expected to be done in July “We will go ahead with these two talukas first, where there are least number of objections. Before that we will set the criteria for notifying it,” the Deputy Chief Minister said.
