Gaondongrem Communidade blames VP for promoting illegalities on its land

In the first case, Gaondongrim Communidade President Chandrashekar G Dessai has complained against former Gaondongrim Sarpanch Ashok Bhiva Velip for allegedly issuing an illegal and fabricated NOC to a resident of Ziltawadi in Gaondongrim to establish a Pan-Bidi Gada on communidade land.
In a complaint to the Director of Panchayat, Dessai alleged that the former sarpanch misused his powers and issued the NOC to the resident to start a Pan-Bidi Gada and to obtain loan-cum-subsidy from Rural Development Agency (RDA) on communidade land without knowledge and permission from the Communidade.
Dessai further alleged that the resident has erected an illegal construction on communidade land in the property and matter is pending for action.
It is further alleged that former sarpanch Ashok Velip had issued bogus house numbers, unauthorized and illegal license/ NOC for repairing of houses and also to construct new houses on communidade land at Karvem, Talem and Ziltawadi of Gaondogrim village violating all rules and regulations of Panchayat act.
The copies are also marked to the minister of panchayat and Administrator of Communidade, South-Goa, Margao.
Addressing another letter to the Chief Secretary, Chandrashekar G Dessai has filed a complaint against a resident of Ziltawadi for obtaining a bar license in communidade land by producing bogus documents in collusion with village panchayat.
It is mentioned that the then sarpanch ignored verification of land rights, even overlooked BDO’s condition to confirm title documents and went on to issue reconstruction license to the resident.
The former sarpanch then allegedly went ahead to issue ‘NOC’ to open a bar and restaurant in the premises barely 18 days after issuance of reconstruction of Katcha House, all in the communidade land.
The communidade president alleged that despite having no rights in the property, the resident got the license for the bar and restaurant from the excise department in the residential Katcha House and that too, on communidade property.
Copies of the complaint have been marked to the chief minister, home minister and revenue minister for information and appropriate action.
