GCA calls for action against Phadke, Desai

Representation submitted to the government appointed two-member inquiry committee

PANJIM: Goa Cricket Association has sought disciplinary action against its president Vinod Phadke and secretary Chetan Desai for illegal and unconstitutional functioning of GCA and for misuse of official position. 
In a representation submitted to the government appointed two-member inquiry committee, GCA vice president Dr Shekhar Salkar along with seven members of the managing committee demanded disciplinary action against Desai and Phadke for ignoring the authority of the managing committee and for showing scant respect to GCA rules and regulations. “Today, the managing committee is a divided house and although majority of the members are together to put the GCA’s house in order, within the GCA constitutional parameters are unable to compel the president and secretary to shun their illegal and unconstitutional ways of functioning,” the representation signed by all eight members reads. 
The members informed the inquiry committee that due to lack of support from the president and the secretary, members were forced to pass a resolution on September 3, restraining Phadke from using his powers as president. “However, despite this, Phadke has been functioning without authority and illegally performing and representing himself as the President of GCA,” the members alleged. 
The members have pointed out various discrepancies in functioning of GCA, misuse of position and resources, high handedness and administrative irregularities committed by Phadke and Desai.  The representation reads that neither working committee nor managing committee meetings are called for months and its over two years since the minutes register of managing committee meetings was placed before the members. It is also alleged that the GCA president without informing the managing committee attends BCCI meetings and never updated them. Members have also raised issues pertaining to illegal procurements and illegal construction, removal of clubs from the ordinary members’ list, adding of new clubs without members’ knowledge, adding of over thousand 
life members to existing 
members’ list without following procedures.
