GCZMA notice to Tito’s over alleged illegal construction

Asked to produce document for undertaking construction; Club owners claim to have CRZ permissions

PANJIM: Goa Coastal Zone Management Authority (GCZMA) has issued a show cause notice to popular night spot Tito’s Club and Mambos in Baga for alleged illegal construction of structures in the No Development Zone (NDZ). 
The notice, returnable by March 15, has pointed out that the constructions were allegedly without prior approval of GCZMA as required under the Coastal Regulation Zone (CRZ) notification 2011. The authority has warned that failure to reply to the notice, would force them to issue a structure demolition order and disconnection of water and power supply. 
When contacted, Tito’s partner Ricardo D’Souza said they have not undertaken any illegal construction and have valid CRZ permission for the same. “We will reply to the show cause notice with documents,” he said. 
The notice has been issued based on a complaint filed by social activist Kashinath Shetye and seven others on September 24, 2018, with regard to illegal construction of structures in NDZ for commercial purpose. The complainant had stated that the structures are being used for commercial purposes in the name ‘Tito Club and Mambos’.
“Following a complaint, a site inspection was carried out by GCZMA through its expert members, who in its report, interalia has recorded observation depicting violation of CRZ notification,” GCZMA member secretary Ravi Jha said in the notice. 
The report was placed during the GCZMA board meeting of December 18, 2018, wherein after discussion it was decided to issue the notice. 
“All proposed re-construction, construction, development and repairs between within 200mtrs to 500mtrs from sea, other permissible activities, require the prior approval of the GCZMA under the CRZ notification 2011,” Jha said. 
“The alleged construction appears to be without any prior approval of GCZMA as required under the notification,” he added. Tito’s has been asked to produce the documents for undertaking construction.
