PANJIM: The Goa Human Rights Commission has recommended an inquiry by the Director of Skill Development and Entrepreneurship for fixing the accountability of long and considerable delay in finalising the grade pay for Industrial Training Institutes (ITI) instructors and to initiate action against the erring officer as deemed fit.
The Commission had taken suo motu cognisance of a report published in a daily in May 2020, which highlighted that ITI instructors were crying for revised pay scales.
The Commission has directed that a copy of the inquiry report be sent to Director of Skill Development and Entrepreneurship for comments including the action taken or proposed to be taken within a period of two months or on or before December 7, 2021, in terms of section 18 (e) of the Protection of Human Rights Act 1993.
The Commission found that the representation made by ITI instructor Naresh Talkatkar was not acted upon while the department also did not pursue the proposal prepared on November 23, 2017. It said that the gross and considerable delay has affected the human rights of the applicant in raising his grievances and recommended inquiry by the Director of Skill Development and Entrepreneurship.
It observed that there was considerable delay of more than one-and-half year in just forwarding the file to the Finance Department of which report was already prepared. The department cannot take shelter of death of office superintendent on March 15, 2019 for not forwarding the representation dated September 6, 2017, the Commission said.
