GHRC seeks Victim Compensation Fund file from erstwhile Aguada Jail

Former convict Suhas Joshi, through his lawyer Satish Sonak, had complained to GHRC that the prison administration had misappropriated the money he had earned by working during his jail term.
Joshi in the petition filed on January 31, 2013 before the commission had alleged misappropriation by the prison administration in relation to 50 percent deduction of his wages for work done by him which were supposed to be deposited in the Common Victims Compensation Fund created for jails.
“In terms of relevant Goa Prison legislation, 50 percent of the wages earned by jailed convicts are to be collected by the jail authorities in a fund and handed over to the victims and/or their deserving family member dependents,” the complaint stated and had alleged breach of this provision.
Superintendent of Aguada Jail in an oral submission before the commission said entitled family members (of the convict) were not willing to accept the compensation. He stressed that ‘the jail and/or committee records do not have any letter or document from victims’ kin to substantiate the claim pertaining to refusal to accept compensation. The case has been adjourned to April 18, 2016.
