PANJIM: The Goa Industrial Development Corporation draft transfer and sub-lease regulations to streamline allotment and transfer of plots would be notified in the next 10 days, Industries Minister Mahadev Naik told the House on Thursday.
The minister said that the GIDC board has already approved the regulations and these had been forwarded for legal vetting. Naik was replying during Zero Hour to Porvorim MLA Rohan Kaunte who pointed out that in the absence of a proper plot transfer policy, several industrial players who have invested, are not able to carry out any production.
Khaunte brought to the notice of the House that despite the Board’s approval in February 2013, the regulations have not yet been notified.
Under the draft transfer regulations, it is mandatory for the plot allotee to utilise 30 per cent of his plot along with carrying out certain portion of production activities, before putting up papers for transfer.
The regulations stipulate that owners of plots, which are on government premises, cannot sell off or sub-lease the plots to anyone. Besides owners who have brought the plot in the name of industrial development will now have to prove that they are actually setting up a unit there.
The GIDC had received flak for alleged illegal allotment of plots to some of its employees and members of the Board. In March, around 140 plot owners were issued show cause notices by GIDC after it was observed that the land allocated for industrial development was left unutilized or underutilized for over last three years.
