Goa Assembly Budget Session adjourned for the second time within 40 minutes

PORVORIM: The Eight Goa Assembly which met on July 15 for
the Budget session was adjourned for the second time on Monday. After transacting
hardly 10 minutes of business, the house was adjourned till 12 noon over the
breach of privilege motion against Quepem Congress MLA Altone D’Costa.

The House reassembled at 12 noon after about 15 minutes
break. But again the back and forth allegations and defence continued between
the ruling and opposition MLAs. For the Ruling Party Daji Salkar continued his
insistence that Altone had insulted the Speaker and therefore the entire house
and demanded an apology. The Chief Minister supported him and demanded an
apology.

Speaker Ramesh Tawadkar clarified that he had been in this
movement to demand reservations for the ST since 1993, Subsequently MLA Ganesh
Gaonkar had move a resolution to this effect which was passed by the House. Thereafter
there was a calling attention motion which was also passed by the House.
Thereafter a delegation had gone to meet the Centre on the issue. “It is not
correct to make a statement outside the House on the issue,” Speaker Tawadkar
insisted.

Chief Minister Sawant insisted that Altone had spoken against
the Speaker. Yuri insisted that the matter be put before the Privilege
Committee and Altone would not apologise and demanded that t5he ruling party
court the rule under which he has to apologise. Yuri also said that the Ruling
party besides sending a resolution to New Delhi had nothing for the past one
year.

CM said that the Union Cabinet had passed the resolution.
Altone insisted there was no follow-up. The House was again adjourned at
12.10pm of the issue of apology till 12.30pm
