MAPUSA: GOACAN has decided to write to Director of Panchayats Siddhi Halarnkar with regards to some panchayats in Bardez refusing to accept people’s proposals at gram sabhas.
It is pertinent to note that the panchayats of Arpora-Nagoa, Candolim and Moira held their gram sabhas on January 30, February 6 and February 20 respectively. In the public notices issued for the same the agenda was limited to reading of minutes of the previous gram sabha and approval of the Budget for 2022-23 and did not mention the discussion on proposals/suggestions from gram sabha members sent before the due date.
GOACAN had raised the matter with the Bardez Block Development Officer Shivprasad Naik seeking his intervention as Model Code of Conduct was the excuse given for not accepting the proposals from the gram sabha members of the above villages.
On the other hand, the public notices issued for the gram sabhas organised by the panchayats of Assagao on February 20 and Salvador do Mundo, Reis Magos and Britona scheduled on February 27 have clearly invited proposals/suggestions from the gram sabha members.
GOACAN said it will request the Director of Panchayats to issue the appropriate directions to the Block Development Officers and the panchayat secretaries so that these incidents are not repeated in future.
