Goan Seamen Association lauds S Goa MP for raising seafarers’ issues in Parliament

Say it’s a step in right direction; optimistic it will have a positive impact, improve conditions and opportunities for seafarers

MARGAO: The Goan Seamen Association of India hailed South Goa Member of Parliament Captain Viriato Fernandes for raising the issue of seafarers in Parliament and stated that the concern is a step in the right direction.

The Association expressed support for Fernandes’ efforts, recognising the positive impact such attention can have on improving conditions and opportunities for seafarers. 

Based on the question raised by MP Viriato Fernandes, the Ministry of External Affairs provided data regarding Indian seafarers held captive in foreign jails and the measures taken to secure their release. The information revealed that 86 Indian seafarers are currently in foreign jails. 

The number of missing Indian seafarers from 2020 to 2024 is nearly 357. In response to the issue raised by Fernandes, the central government has stated that they ensure ship-owners and protection and indemnity clubs take the necessary steps to address the challenges faced by seafarers.   

“Indian missions abroad provided timely consular access and support to seafarers in distress. This includes ensuring seafarers have access to legal aid, communication with family and other necessary services. During the 132nd session of the International Maritime Organization Council, various ports states have been engaged to discuss and resolve issues related to the fair treatment of seafarers,” further stated by the central government. 

In yet another reply, it has been stated that the stringent action is taken against seafarers recruitment companies that violate the merchant shipping rules 2016. Further, the action is also taken as per merchant shipping notice 11 of 2024 against the concerned companies resorting to deceitful practices. 

 “We have high hopes that all our issues will be discussed with the concerned authorities by the MP,” said Frank Viegas, President GSAI.
