PANJIM: In a bid to automate the building plan approval process, the department of town and country planning (TCP) envisages a web-based application to make their decision making process efficient and effective.
TCP through Goa Electronics Limited (GEL) has invited Request for Proposal (RFP) from parties in two bid format comprising of Technical and Financial Bids for “Design, Development, Implementation, Training and Maintenance of Software Solution for Building Plan Approval Management System”. The facility will be also used by Planning and Development Authority (PDAs) and the Goa Industrial Development Corporation (GIDC).
Building and land development permissions are issued by TCP,PDA and GIDC in their respective area of jurisdiction in the state of Goa, based on Goa Land Development and Building Construction Regulations ,2010 with amendments from time to time and the said Regulations are formulated and notified by TCP as per the provisions of Goa ( Regulations of Land Development and Building Construction ) Act, 2008.
Given the current scenario, the complete process pertaining to the scrutiny of building plan, construction and issuing of technical clearance/completion order is manual. The applicant has to visit TCP/PDA/GIDC offices to know the status of the application, for making payment on approval till the final issuance of technical clearance/completion order.
Delay is encountered at every stage of processing as there is no communication with applicant thereby causing lot of inconvenience and hardships and no proper monitoring mechanism at department. As such, there is a lack of transparency and accountability.
“Due to the complex scrutiny and approval process, several challenges are faced by TCP/PDA/GIDC viz ; incorrect interpretation of complex rules and byelaws, substantial time, effort and manpower is involved , increased chances of human error due to manual submission and scrutiny of plan , no proper tracking mechanism of approval process for the department and applicant, lot of time consumption for processing the application,” GEL said in their tender document.
To meet these specific requirements and to make these decision making processes efficient and effective, TCP feels the need of a system for automating the building permission system.
In view of above, TCP intends to automate the facilities.
