Gomantak Bhandari Samaj urges Centre to conduct OBC census

PONDA: In a memorandum, Gomantak Bhandari Samaj president Ashok Naik has urged the Central government to conduct census of Other Backward Classes (OBCs) in Goa. 

“I have submitted the memorandum copy to Shripad Naik, Union Minister for AYUSH and a copy forwarded to K V Rajeshwar Rao, Deputy Director Directorate of Census Operations, Goa and OBC Commission, Goa Chairman,” said Ashok Naik.

In its memorandum to AYUSH Minister, he pointed out that in Goa out of 17 lakh population over 54 per cent are OBCs. To know the exact fact and figures of the OBC community, census is necessary. Moreover, in entire India, the OBC community census has begun and so OBC survey may be carried out at the earliest.

Speaking to Herald, Naik informed that 23 communities in Goa are coming under OBC and added that the last OBC survey was done in 1931 during British rule.

AG calls for rejecting application for change in surname 
Aggressive Goans (AG) has urged the State Registrar at Panjim to reject the application filed by one person for changing his surname from Sutagattikar to Naik. In its complaint, the AG raised objection to the surname change of Jaiprakash Irappa Sutagatticar and demanded that a cognizable offence be registered against the person. The complaint copy has been forwarded to Chief Minister Dr Pramod Sawant and Law Minister Nilesh Cabral. AG referred to the publication appearing on Official Gazette dated August 20, 2020 of Government of Goa wide Ref. No. Series III No. 21(Refer Annex–01) referring to the change of surname of Jaiprakash Irappa Sutagatticar.  Aggressive Goans pointed out that State authority has published Official Gazette dated August 16, 2019 “The Goa Change of Name and Surname (Amendment) Bill, 2019 (Refer Annex–02). Wherein Amendment of Section 3 “Any Person desirous of changing his name or surname or both in any given circumstances” but here the applicant failed and his circumstances do not fall as follows: Wrong or improper entry of name or surname. Correction of spelling in the name or surname or to make correct version of name or surname; unpleasant or distasteful name or surname and name or surname erroneously written. 
AG further said, “The applicant himself has admitted that the reason for change is for evidence in all his future dealings and documents. Further the applicant did no not apply to the Registrar of respective jurisdiction as Registrar did not publish the notice or published in Official Gazette or local newspaper.” 
“We say ‘Naik’ surname is included in the Central list of OBCs and same is the identity of ‘Bhandari Samaj community’ of Goa,” AG stated 
“Naiks are native Goans whereas Jaiprakash Irappa Sutagatticar is settled Goan, who is for personnel benefits uses identity of native Goans and that Jaiprakash should not be allowed to change his surname to Prakash Irappa Naik as it will empower special provisions for reservations of backward classes,” they added.
In the view of the above, AG strongly object for the change in surname from Jaiprakash Irappa Sutagatticar to Naik as the applicant failed to follow the rules and regulations/Acts which are in force in the State and also in the view of protecting surnames of native Goans, which is identified under Central list of OBCs for Goa State. Further, Jaiprakash has advertised in the Official Gazette. Thus it invites to register a cognizable offence against him.
